    6:03pmIt is incorrect to say that a natural born citizen is a person born of two citizen parents regardless of the location of the birth. The Minor court clearly stated that a natural born citizen was a person born in the country to citizen patsrne.The location of birth does matter, and here is why: A natural born citizen is born with exclusive allegiance to the US, and that condition can only be guaranteed by being born to US citizen parents (jus sanguinis) within the sovereign territory of the US (jus soli).
